However, current approaches to humanitarian needs assessment often do not provide a sufficiently coherent picture of humanitarian requirements and, therefore, are unable to effectively inform decisions. In the wake of drought in West Africa’s Sahel region, a bleak narrative of an estimated 18.7 million people on the brink of potential catastrophic food crisis has captured media attention. There has been a constant drumbeat of calls from many agencies for more humanitarian funding. The Dadaab refugee complex in north-east Kenya was established in 1991. Originally designed to accommodate 90,000 refugees, the camps now hold over five times their intended capacity, making Dadaab the third-largest population centre in Kenya after Nairobi and Mombasa. The region is remote and harsh, with temperatures of up to 48 degrees Celsius in the dry season and extreme flooding in the rainy season.
